National Retail Sales Tax Would Require Over 100% Tax Rate.
The paper looks at how much tax would be needed for a national retail sales tax. It says that recent proposals for a 23% tax rate assume government spending would go down by $480 billion a year and no one would avoid paying taxes. But if we consider these factors, the actual tax rate needed would be over 50% if we include all costs, and over 100% if we only count the tax itself.
