A society with a weak norm against lying makes it easier for people to lie without getting caught. In this situation, all incentive-compatible social choice functions can be implemented using Bayesian mechanism design. This means that lying aversion is not necessary for this to work. The idea of multiple possible outcomes may not be as big of a problem as previously thought.
