The article shows that Arrow's impossibility theorem is just a result of using ordinal utility functions, and Condorcet's paradox is due to poorly defined social choice problems. By using cardinal utility functions and ensuring interpersonal comparability, a social welfare function can be constructed with desirable properties like transitivity.
