The European Union is like a federation, with power shared between different levels of government. To make it work better, we need to balance political representation and policy-making. Looking at Germany and Switzerland, we see that the EU needs more financial sharing or stronger representation of different interests. If we don't fix this, the EU's legitimacy problems will only get worse.
