Land markets in Colombia outperform land reform in aiding the poor.
Land markets and land reform in Colombia were compared to see which was better at transferring land to poor but productive farmers. The study found that rental and sales markets were more effective than administrative land reform. However, most land transactions were short-term and didn't transfer much land from large to small owners. This suggests that policies could be improved to help disadvantaged people access land. By analyzing successful land transfers, key elements for better policies were identified.
