Centralized unions may lead to higher wages but lower employment rates
Employers and unions have different ideas about wages. Central unions usually want lower wages than local unions if the demand for workers is flexible, but higher wages if it's not. Local unions are okay with lower wages to increase jobs. In the long run, wages per worker don't change based on bargaining, but there's a balance between lots of jobs and high hourly pay.
