The article explores how the European Union's influence on public administration reform in post-communist Albania has been limited by domestic actors who use EU integration as a tool for their own goals. The study focuses on how these actors talk about reform to gain benefits from the EU, but resist actually implementing changes that would reduce their political control. The EU's lax monitoring and rewards system have allowed these actors to pay lip service to EU requirements while maintaining their power over the administration.
