Global climate policy overhaul needed for effective and fair change
The Kyoto Protocol and thirteen other global climate policy proposals were compared based on six criteria. None of the alternatives scored well on all criteria, but some common themes emerged: Kyoto is seen as too slow, developing countries should have a bigger role, market-based approaches are favored, and incentives for participation need improvement. There are trade-offs between environmental outcomes and efficiency, as well as between cost-effectiveness and participation incentives.
