Preferential trade agreements (PTAs) can slow down multilateral trade liberalization (MTL) unless they involve joining a customs union with internal transfers. The European Union's PTAs have clashed with its MTL, but not when new countries join the EU. This shows that PTAs can affect overall trade liberalization efforts.
