Over half of welfare recipients in Australia experience income support churning.
The study looked at how people in Australia receive income support over time. They found that many people start and stop getting support, and some switch between different types of payments. For example, more than half of recipients stop and start within five years, and one-fifth change payment types in the same time frame. The researchers also found that different groups of people have different patterns of receiving support based on their age, family situation, job status, health, and past support history.
