Risk-prone banks exploit deposit insurance, leading to system failures.
The study looked at how banks in Kansas chose to join a deposit insurance system from 1909 to 1929. They found that risky banks were more likely to join the system at the beginning, and that both risky behavior and moral hazard continued throughout the system's first ten years. This shows that the system had issues with banks taking advantage of the insurance and not being as careful with their risks.
