The article discusses how to transfer new technologies from developed to developing countries to reduce greenhouse gas emissions. It reviews economic research on this topic and focuses on the Clean Development Mechanism (CDM) of the Kyoto Protocol. The article questions if the current CDM structure effectively encourages technology transfer and real emissions reductions. It aims to learn from past experiences to improve international climate policy negotiations in the future.
