Decentralization in Zambia has faced challenges due to staff transfers, lack of autonomy for local councils, and conflicting incentives between bureaucrats and politicians. These issues have led to disruptions in service provision and negative impacts on citizen perceptions and urban services. The study surveyed bureaucrats and interviewed councilors to understand the political economy dynamics affecting decentralization efforts in Zambia.
