Public opinion on immigration in Europe is influenced by both how much people want more or less immigration (preference) and how important they think it is as a policy issue (salience). Data from surveys show that these two aspects are linked to different personal characteristics and change differently over time and in response to different factors at the national level. To understand how immigration policies are formed, both preference and salience of immigration must be considered.
