Banks' Capital Levels Could Become More Risky and Procyclical

This extra money doesn't change much based on how well the economy is doing. However, some smaller banks take bigger risks with their money and might need to hold more cash in the future to stay safe. Overall, new rules about how much money banks need to have might not make their cash levels change much with the economy, but some banks might need to be more careful with their money in the future.
