Federal courts used to have a practice called hypothetical jurisdiction, where they could skip checking if they had the right to hear a case and just decide on the outcome. In 1998, the Supreme Court said this was not okay. But some ways to get around this rule still exist. The Court wants to make sure the government only has the powers given by the Constitution.
