Car license auctions in Singapore and Chinese cities were studied. Three auction formats were analyzed: Shanghai, Guangzhou, and Singapore. The research found that Shanghai auction doesn't guarantee efficient allocation, Singapore auction is efficient without a unique price, and Guangzhou auction is efficient with symmetric bidders. Experimental evidence supported these findings and showed different learning effects over time for each auction format.
