Regional trade agreements boost services commitments, paving the way for global market access.
The report looks at trade agreements involving OECD countries to see how much they commit to opening up their services sectors. They found that these agreements often go beyond the rules of the General Agreement on Trade in Services (GATS), with commitments in about 72% of service sub-sectors. Some of these commitments are even more preferential than what GATS requires. Despite differences in commitments, there are common trends that suggest making these agreements more multilateral is possible. This would mean more consistent and widespread liberalization of services trade.
