The federal funds rate does not stay the same throughout the 2-week reserve maintenance period. Banks do not see reserves held on different days as equal. This is because of line limits, transaction costs, and weekend accounting rules. Transaction costs are the reason why the Federal Reserve can change the interest rate every day.
