Federal question jurisdiction serves to ensure federal law expertise, protect against state court bias, and maintain federal law uniformity. State courts may not necessarily decrease federal law uniformity. Federal courts generally have more experience in federal law, but not in all areas. State court hostility towards federal claims is questionable. Federal question jurisdiction also allows the federal government to control federal law content.
