Monetary policy design depends on the central bank's preferences. A new method was developed to estimate these preferences using an optimal rule. Analysis of US data showed that output stabilization was not a main goal for the Fed during Greenspan's time. Instead, the output gap was used as a leading indicator for future inflation, making it instrumental for stabilizing inflation rather than important on its own.
