Trade costs in Sub-Saharan African countries are higher than in other developing countries. Improving trade logistics for African exporters is more beneficial than reducing tariff barriers. For example, if Ethiopia's logistics were halfway to South Africa's level, it would be like cutting tariffs by 7.5%.
