Dollarization in Russia rose quickly in the early 1990s and stayed high in the late 1990s despite stable exchange rates. A model was created to show how network effects can lead to different stable levels of dollar use. Data from Russia was used to confirm these effects. The study suggests policies to reduce dollarization permanently.
