Doha Services Trade Reform Offers Security, Not Liberalization.
Services trade reform is important, but it's unclear what progress Doha is making. A study looked at the services policies of 56 countries and compared them to their commitments in previous trade agreements and current Doha negotiations. The findings show that while Doha offers more market access security, it doesn't lead to additional liberalization. On average, countries' current policies are less restrictive than their commitments, and the best offers in Doha negotiations are slightly better but still more restrictive than actual policies. This suggests that more work is needed to achieve ambitious goals set by the World Trade Organization.
