The article compares the impact of trade facilitation and trade policy barriers on international trade. Tariff barriers are becoming less influential, so institutional obstacles can hinder trade more. By analyzing data from different countries in 2000, the study finds that institutional barriers have a bigger effect on trade flows than tariff barriers. This suggests that focus should shift to making trade processes easier in negotiations to boost international trade.
