Regional arrangements with Western Europe have helped the Baltics in trade and technology transfer, but not in export-related foreign direct investment. Policy uncertainties, slow transition progress, and trade agreement restrictions are hindering this. Intra-Baltic integration has not significantly boosted trade and foreign direct investment between the Baltics.
