The article explores how firms may collude in auctions for service provider licenses, regardless of input market imperfections. The study shows that firms have an incentive to collude with other bidders, even when the input market is not perfect. The presence of more bidders does not prevent collusion, and firms can still work together to secure licenses and purchase necessary inputs for their services.
