The article explores how the World Trade Organization and the United Nations can work together to create a unified seaborne cargo regime. By looking at past successful collaborations between the two organizations, the paper suggests that a maritime transport regime could be harmonized through the WTO's General Agreement on Trade in Services. This approach builds on existing negotiations and treaties to address the issue of harmonization in sea transport.
