The article examines the tax capacity of Kermanshah Province using a value-added approach. By analyzing the tax system and economic sectors from 1993 to 2005, researchers found that the province's tax effort was only 15.5% of its tax capacity, indicating an 84.5% tax gap. This suggests that there is significant untapped potential for increasing tax revenue in the province.
