Public infrastructure procurements can vary in qualification requirements, but it's not clear why. This study looked at why procurement officers choose specific requirements. They found that the requirements are chosen to maximize the officer's utility. The data from public procurements in the Netherlands showed that the professionalism of the procurement office and the type of work being done influenced the qualification requirements. However, these factors only explained about 15% of the variation, suggesting there are other factors at play.
