Targeted subsidies in health insurance lead to increased adverse selection
Adverse selection in a health insurance scheme in rural Africa was studied over 4 years. Before subsidies, there was little evidence of adverse selection. However, after targeted subsidies were introduced for poor households, adverse selection significantly increased. This shows that while subsidies can help cover costs for those in need, they can also lead to more adverse selection in the insurance scheme.
