Land improvements on leased agricultural land are often delayed, causing land degradation and decreased productivity. A study looked at how landowners would react to regulations on land improvements. Results show that if landowners are required to help pay for costly improvements, they are likely to seek other land management options instead of leasing. Three types of landowners were identified, with current leasers and amenity owners being most sensitive to these mandates and likely to sell or afforest their land to avoid expenses.
