Irrigation Woes: Small Farms Outperform Large Schemes, Highlighting Need for Reform
The study analyzed different irrigation systems in Cagayan River Basin to see how well they performed between 2008 and 2012. They looked at things like how efficiently the systems operated, how productive they were, and how financially sustainable they were. The results showed that overall, the systems were not very efficient, with Lucban CIS being the most productive. However, all systems had poor financial sustainability. Interestingly, large and small schemes performed similarly, but small schemes were more inconsistent in how they used resources. This study helps policymakers understand the weaknesses of irrigation systems in the country and identify areas for improvement.
