The paper challenges the idea that communal management of natural resources is always a bad idea. Many criticisms against this approach are based on incorrect assumptions and models that don't reflect reality. Common property regimes can be successful if managed properly. Both public and private management of resources have their own flaws, so a combination of both approaches might be the best solution. It's time to consider co-management seriously.
