Agricultural trade negotiations are stuck because big countries don't want to lower tariffs and support for small economies. Non-tariff barriers also block trade. A model was made to show how different countries trade primary goods and processed foods. Buyers see primary goods as the same, but sellers can't easily switch between countries due to rules. The model shows that small countries benefit more if big countries lower tariffs than support. Tariffs going up can hurt trade.
