The article compares two types of auctions used in public procurement: first price auctions with bid screening and average bid auctions. The study finds that while the revenue ranking is unclear, average bid auctions are usually less efficient. Analyzing Italian procurement data, the researchers show that using average bid auctions would lead to efficiency losses compared to first price auctions.
