The effectiveness of flood control reservoirs in Harbin was studied using historical flood data. Baishan and Fengman reservoirs helped reduce flood peaks when floods came from certain areas, but had little impact in other cases. Other reservoirs in the area did not contribute much to flood control. Retention basins like Pangtoupao and Yueliangpao were more effective. However, recent rainfall data shows that the intensity of rainfall during flood season has increased, meaning current flood control projects may not be enough for future needs in Harbin.
