They interviewed 30 people and analyzed over 200 documents to understand how different stakeholders viewed the school's legitimacy. The findings show that legitimacy is not just a yes or no question, but a spectrum that includes neutral and de-legitimacy. Different stakeholders had varying levels of support and resources, which affected the school's success.
