Italian universities can save costs and improve efficiency through mergers and specialization.
The article examines the cost structure of Italian public universities in 2016, focusing on teaching and research. By using a quadratic cost function and Stochastic Frontier Analysis, the study finds that there are still opportunities to benefit from economies of scale. However, there are significant inefficiencies when combining teaching and research, leading to higher costs. The results suggest that merging universities and promoting specialization could improve cost-efficiency.
