Land tenure security in the Peruvian Highlands is important for agrarian investments. A study found that secure land ownership positively affects five out of nine types of land investments. However, the impact is smaller than expected. Traditional customs also play a role in land management. Land-titling programs are helpful but not enough for rural development. Education, training, and gender equality programs are also crucial for promoting rural development.
