Groundwater markets in Pakistan are evolving due to increased reliance on groundwater for agriculture. The current informal governance structure needs improvement to ensure fairness and efficiency. A study on the Indus Basin Irrigation System highlights the need for a better understanding of the complex dynamics to prevent degradation of institutions and resources.
