Countries in trade agreements set lower preferential margins in free trade areas compared to customs unions. In customs unions, preferential margins increase with more partner countries and decrease with higher preferential imports. Latin American PTAs in the 1990s supported these predictions, showing the type of PTA significantly affects tariff structures. This has important implications for the welfare and social desirability of different PTAs.
