Countries in trade agreements set lower preferential margins in free trade areas compared to customs unions. In customs unions, preferential margins increase with more partner countries and decrease with higher preferential imports. Latin American PTAs in the 1990s support these patterns. Keeping intra-bloc duties positive can harm welfare, so eliminating internal tariffs would be beneficial.
