The European Parliament has more women representatives compared to national parliaments, but the reasons for this difference are debated. By looking at data from the 9th European Parliament, it was found that national rules and political parties play a big role in women's representation. Institutional rules alone don't explain the gender gap. This suggests that ambitious national rules and parties' decisions are key in having more women in politics in the EU.
