The article presents 82 suggestions to raise $3.5 trillion in revenue through fair and efficient changes to the income tax system. These proposals aim to protect the tax base while improving fairness and efficiency. The ideas come from the Shelf Project, a collaborative effort to develop and refine these revenue-raising strategies. Many of the proposals have been published by Tax Notes, with additional suggestions from other sources.
