Alan Greenspan noticed a puzzling situation in 2005 where interest rates didn't behave as expected. Research shows that this happened because the Federal Reserve changed how it sets interest rates. This change made long-term interest rates stop reacting to short-term rate changes. Similar patterns were seen in the UK and New Zealand when they also switched to this new method of setting rates.
