Affordable land access is a big problem for businesses in Vietnam. The Land Law changed in 2003 to help, but it's still hard for private companies to get land because it's scarce, expensive, and the rules are complicated. This study breaks down the issues with private sector land access to help make the debate about land policy clearer.
