India's World Bank projects lack environmental impact assessment effectiveness
The document reviews how well environmental assessments were done in World Bank projects in India from 1990 to 1997. The quality of the reports has improved over time, but there are still areas that need work. The weakest areas were identifying issues, analyzing alternatives, predicting impacts, and involving the public. For some projects, the analysis of alternatives and predicting impacts were also weak. Compliance with environmental assessments during project implementation was lacking. The preparation of projects for environmental assessments needs improvement to focus on important environmental and cost issues. However, most assessments had good plans to reduce negative impacts. Recommendations include using a sectoral and regional approach for assessments, improving the initial steps in identifying assessments, and strengthening field-based environmental supervision.
