Decentralization in India has faced challenges due to incomplete political, administrative, and fiscal devolution. The top-down approach has strained relations with states and hindered efficiency. Weak local governance structures have also impeded progress. To succeed, India needs to focus on cooperative federalism and enhance local government capacity. Lessons from past failures are crucial for future urban development in India and other federal countries.
