US exporters don't fully use the benefits of the US-Colombia free trade agreement. The more money they save on duties, the more likely they are to take advantage of the agreement. Over time, bigger exporters and those with more experience are more likely to use the agreement. If the rules for trading are strict, fewer exporters use the agreement, especially those who make unique products.
